An Enforcement Conference was held on November 25, 1981. The following matters were discussed:

1.

Noncompliance observed during recent inspections at San Onofre Unit 1.

2.

Enforcement and recent operational history at Unit 1.

3.

NRC enforcement policies and procedures.

4.

NRC actions to be taken in the present situations.

5.

Possible future actions by NRC.

6.

Other matters of concern to NRC.

Enforcement Conference On November 25, 1981 an enforceme'nt conference wa's held at the NRC Region.V Office, with the individuals ~ listed above participating.

The enforcement conference.was related to a routine safety inspection of activities authorized by NRC License No. DPR-13. That inspection was conducted on September 28 - October 2, October 19-23 and November 4-5, 1981. The enforce ~ent conference was announced in a letter to the licensee: dated November 13, 1981. A Draft Notice of Violation was transmitted with the the letter.

concern with the adequacy of~the licensee's control of radioactive effluents. He stated if immediate effective corrective actions are not taken,' esc'alated enforcement sanctions could result.

The Director, Division of Technical. Inspection, presented specific

findings which caused NRC to reach this conclusion. -These included:

Failure to ensure =that individuals assigned responsibility for radioactive effluents: adequately completed their assignments.

Inadequate calibration and maintenance of effluent monitoring equipment.

Failure to perform surveys or evaluations of anomalies between

sample data and effluent monitoring equipment response.

Apparent informality and lack of adherence to procedures involving

handling and release of radioactive materials.

Recent instances involving failure to control the release of low

-

level contaminated material.

Technical adequacy of the interim high range gaseous effluent

-

monitor.

The Chief, Reactor Radiation Protection Section, reviewed the apparent items of noncompliance brought to the licensee's attention in the Draft Notice of Violation. The licensee agreed the findings were correct as presented.

The licensee representative stated that immediate corrective actions for each item had been initiated during or at the-conclusion of the inspection.

The Director, Division of Enforcement and Investigation provided the licensee copies of the NRC Enforcement Policy (45 FR 66754), discussed the policy and procedures, and explained the importance NRC places on the licensee identifying and correcting deficiencies in their program.

He reviewed severity classification of the apparent items of noncompliance.

and advised the licensee of possible future actions that could be taken if these types of noncanpliance recur.

The Regional Administrator reemphasized the importance of focusing licensee management attention to correct the weaknesses identified in the control of their radioactive effluents and radiation protection activities.

The Vice President, Nuclear Engineering and Operations stated that Southern California Edison appreciates NRC's concern and has taken immediate action to correct the identified weaknesses.
