Fart of the impetus of this recom endation was the reorganization by the station staff after discussion with the offsite engineering staff that the practice of removing an emergency core cooling room cooler from serv'ce constituted inoperability of that train's emergency core cooling system.

Subsequent (after the fact) analysis of the original FSAR by the licensee determined that one room cooler was adequate in most conditions.

On November 1, 1983, the licensee removed on of the two ventilation supply fans for the No. 1 emergency diesel generator froe service for maintenance.

They were: 1) Upper management approval was required before a safety-related system could be altered from its normal configuration and 2) Bechtel informed the licensee what systems had to be in service for equipment operability.

This letter was provided to the shift supervisors.

However, even with all these controls in place the licensee was disabling the air conditioning portion of the emergency control room ventilation during cuarterly pre.entative maintenance a:tivities.

The maintenance staff was cesignating the system to be operable on the maintenan:e ork order and the shift supervisor's review ag eet.
