POTENTIAL PERSON-REMS FROM A CORE MELT CAUSED BY LOSS-0F-FEEDWATER AT DAVIS-BASSE In response to your June 17 verbal request for an estimate of the mean annual population dose that might result from feedwater interruptions, we made a simple calculation of the conditional mean person-rems resulting from SST2 and SST3 releases at Davis-Besse. These were estimated to be 900,000 and 3,000, respectively, using data contained in NUREG/CR-2239. Discussions with J. Rosenthal of RSB indicate that for most potential accidents, releases more similar to SST3 would be expected, with releases more similar to SST2 occurring in no more than 1 or 2%. These conclusions confinn those indicated by H. Vander Molen of your staff. Consequently, we estimate the conditional mean person-rems of a loss-of-feedwater caused core-melt at Davis-Besse to be 12,000, with a likely range of 3,000 to 20,000.
