g y MEMORANDUM FOR:
Darrell G. Eisenhut, Director
-g Division of Licensing Office of Nuclear Reactor Regulation f.sp FROM:
Edward L. Jordan, Director Division of Emergency Prepareaness and Engineering Response Office of Inspection and Enforcement
SUBJECT:
DAVIS BESSE STUCK OPEN SAFETY VALVE
~
EVENT OF !! ARCH 2, 1984 The event at Davis Besse on March 2, 1984, during which a main steam safety valve (MSSV) stuck open, has increased the concern that there are still no firm plans for a safety-related electric auxiliary feedwater pump at tnis
{
plant.
A review of NUREG-0667, " Transient Response of Babcock & Wilcox-Designed Reactors," page 2-5, shows that the NRC staff recommended such an auxiliary feedwater system (AFWS) for the Davis Besse Plant in May 1980.
If any additional equipment problems had resulted in the other steam generator (SG #1) emptying during the March 2 event, there would have been no steam for the auxiliary feeowater pump turbines.
This could have led to serious safety consequences.
I understand the Division of Systems Integration is preparing a package for the Committee for Review of Generic Requirements (CRGR) that would require three AFWS trains with diverse motive power for all operating plants.
The Office of Inspection and Enforcement supports and encourages this effort.
