is needed at Davis-Besse Unit 1 Plant.

Background
i This meeting was requested by Region III as a result of ecccerns
!!o originally addressed in the licensee's comprehensive corrective l
action program (see response to IE Inspection Report 83-01),
concerns identified in subsequent inspection reports and concerns identified during a site. visit of Commissioner V. Gilinsky, on October 4, 1983.

Specifics Mr. Davis began the, meeting by discussing the events that led up to the meeting (see Section 2).
Based on these events he stated that the licensee should develop a Regulatory Improvement Program to improve its management controls and plant operations. He explained that the RIP is a licensee developed program which identifies areas needing improvement, determines the cause of weaknesses and formulates a plan for correction of the weaknesses. Additionally, the implementation ~ plan has scheduled milestones for each area of weakness and should be completed within two years.
Periodically the NRC will meet with the licensee's senior management to monitor the development and implementation of the RIP.
Mr. Davis gave some examples of areas which should be considered by the licensee for incitsion in the RIP. These examples were:
Evaluation of personnel practices to assure they are adequate to identify and maintain staff quality and quantity in each department to operate the plant and perfore the licensing functions; evaluation of corporate / plant managerc and supervisors to determine if their workloads are manageable scJ realistic, work location is appropriate and the proper time is being devoted to plant activities; evaluation of the technical specifications and final and updated safety analysis report to determine operability lini,ts on safety-related systems, and improve managements systems and personnel capability to ensure a more thorough evaluation of LERs, corrective actions and resolution of commitments. He also stated that the Commissioner's concerns and the open commitments of the comprehetsive corrective action program should be included in the RIP.
Though the NRC had concerns in a number of areas, Mr. Davis stated that the RIP evaluation should not be limited to these areas but should cover all weaknesses identified by the licensee.
Mr. Shafer continued the presentation by giving the licensee copies of other RIPS developed by other licensees experiencing similar problems in the past. As an example of a typical problem area, Mr. Shafer and Mr. Rogers described the need for evaluation of the Quality Assurance Department staffing qualifications and training.
Mr. Rogers stated that training on Quality Assurance Department requirements were necessary for all personnel. Training at Davis-Besse was also identified as needing management attention.
Mr. Davis then discussed a number of the items he felt represented Commissioner Gilinsky's concerns with Davis-Besse.
At the end of this discussion, Mr. Crouse stated that a full diagnostic evaluation would be performed over the Nuclear Mission to determine weak areas and define the RIP.

Summa ry It was mutually agreed that in approximately six weeks TECO would meet with the'NRC to work out the first draft of the RIP.
The next management level meeting on the RIP would be the first or second week in January. After this meeting, the licensee will formally submit the RIP to the NRC.
Mr. Davis concluded the meeting by stating that the RIP was a living document which could be revised with concurrence from Region III Lat the completion goal should be no more than two years.
