TOLEDO EDISON COMPANY REGULATOLY IF3ROVEMENT PROGRAM (Notes and Action Items) i 1.
TECo has agreed to develop a Regulatory Improvement Program (RIP).
Mr. Shafer and his people will meet with TECo before the end of November to work out the first draft of this RIP.
2.
The first higher management level meeting on the RIP will be the first or second week in January, 1984.
After this meeting, the licensee will formally submit the RIP to the NRC.
3.
Mr. Davis and Mr. Stolz vill converse by telephone on November 7, 1983 to discuss the strategy regarding informing Commissioner Gilinsky of the proposed actions for upgrading TECo's performance at Davis-Besse.
4.
Mr. Shafer and his staff will perform brief write-ups on the following Commissioner Gilinsky concerns:
1, 3, 5, 11, 12, 13, 14, and 15. NRR will prepare writeups on items 2, 4, 6, 7, 8, 9, and 10.
Mr. Shafer may also prepare written comments for items 7, 9, and 10.
These short write-ups will be prepared by Nove=ber 9, 1983 so that we may fax them to NRR for their review before they are used as a basis for discussion with Commissioner Gilinsky. Likewise NRR will provide their write-ups to RIII for our review.
5.
It is our goal to develop a RIP which can be accomplished in no more than a two year period.
The RIP will identify areas which need improvement and will identify the necessary actions in each area to bring about this improvement. The actions will have scheduled dates associated with them.
We will meet with the licensee at least bi-monthly to discuss the
. progress being made in epch area. The ~ RIP will be a living document,.
- "~
- which-wdil be revised as appropriate if there are significant changes'or' schedule slippages.
6.
Mr. Shafer should take the lead, utilizing the knowledge and judgements of other NRC people as appropriate, to develop what our position will be regarding the amount of time a Vice-President and a Plant Manager should be involved in activities which do not directly support the operation of the reactor facility.
7.
Mr. Shafer will resolve with NRR the adequacy of the location of the SR0s at Davis-Besse with respect to the new rule requirement which will be effective on January 1, 1984 Based on comments made at the November 4 meeting, it appears that the licensee believes he has the Resident Inspector's agreement with the licensee's position on this matter. The matter needs to be pursued with NRR since the licensee's position may not be consistent with NRC requirements, i
