SUBJECT:
TRAINING PROGRAM AT DAVIS-BESSE NUCLEAR PLANT This responds to your memorandum of January 2,1985 which suggests that the staff closely monitor the Davis-Besse training program as a test case of how well the INPO accreditation program is working. The December SALP 4 Board Report states that numerous problems with training were identified at this plant during the SALP period. The licensee is comitted to propose a schedule to Region III in February for achieving improvements in the training program. After the staff has agreed upon a schedule with the licensee, another training review will be conducted at a time appropriate to evaluate scheduled improvements in the licensee's training program.
The review will include:
1)anevaluationofthelicensee'sprogressin problem areas identified in the SALP Report and 2) a field test of new review criteria and inspection procedures for evaluating performance-based training programs. The review team will include experienced NRC Headquarters personnel who are responsible for development of the new training review criteria and inspection procedures. Also, the review team is planned to include Regional staff whose nonnel duties include training inspections, and the NRC project manager for Davis-Besse.
We expect that infonnation from this review will be useful in an assessment of the effectiveness of the Policy Statement on training and qualifications in SECY 85-1. Since Davis-Besse training programs have not been accredited by INPO, study of the results of both pre-and post-accreditation reviews will provide insight into the overall effect of the INPO accreditation program on the quality of training.
