Licensee Action on Previously identified Items Related to Emergency Preparedness (a) (Closed) 50-346/82-06-01: On the initial prompt public noti-fication test five out of 42 sirens did not activate. The licensee committed to correct this deficiency by June 1, 1982.
These five sirens, No.'s 6, 8, 33, 36 and 2 have been repaired and are presently operational. Two of these sirens, No. 2 and No. 8, are located within the five mile EPZ. The other three i
are located between the five and ten mile EPZ area. The
'
inspector confirmed through review of correspondence including documented records that four of the five sirens were repaired as indicated. To confirm that siren No. 2 was repaired, it was necessary to contact the Eastern District Maintenance Department Manager by telephone. He informed the inspector that No. 2 siren failed to alarm due to a trip by the thermocontrol relay on the compressor. This was reset. The siren was retested and

operated satisfactorily. Thus, all five sirens have been repaired, retested and performed satisfactorily on the retest.
(b) Item la (346/82-01-02) of Appendix A to Emergency Appraisal Report No. 50-346/82-01 stated that the licensee shall provide a schedule for installation and calibration of the nipgraded seismic monitoring system by March 22, 1982.
(Closed) 50-346/82-01-02. The licensee submitted a letter dated March 22, 1982, which specified the engineering and equipment replacement schedule which will begin at the con-clusion of the present refueling outage (now anticipated by the licensee as mid August 1982). All major. phases of this schedule were addressed in this letter and should take ap-proximately 21 months after the outage is ended. Calculations will be prepared from the upgraded system for Emergency Action Levels (EAL's) for both the Emergency Plan and implementing procedures.

Revision 4 of the Emergency Plan includes the requested revised-r EALs for events in Table 4-1 of the plan. These were reviewed

by the inspector and considered adequate. Training has.been initiated by starting a reading test of the revised. implementing

procedure, EI 1300.01, for all cognizant individuals including l'
those with radiation assessment responsibilities. Formal class-l training as part of the annual Emergency; Plan Requalification l
Training Program is scheduled to begin the week of August 23, 1982.

l of the results and recommendations is due shortly. A copy will be made available to NRC Region III and FEMA Region V after the licensee receives it.
- Monthly testing of the licensee's siren system is being conducted in conjunction with Ottawa County's other warning sirens. This testing, preventative maintenance, record keeping of this program, and other facets of the early warning system were discussed by the inspector with the licensco's Emergency Planning Group and independently with the Ottawa County Disaster Services Coordinator. Weekly full alarm siren testing was considered by the licensee, but after conferring with the Ottawa County Coordinator it was decided it would be beneficial to all to switch to monthly testing. Carroll Township, the one closest to the reactor site, definitely did not want weekly siren alarm testing. Weekly operational tests on pagers and the 22 tone alert radios placed throughout the ten mile EPZ are boir.g conducted by Ottawa County personnel.
Toledo Edison Company has applied to the Federal Communications Commission (FCC) for a 100 watt radio frequency to activate and receive radio signals for the tone alert radios. Presently the company is authorized for 50 watts. The inspector was informed that on a recent test some radios on the fringes of the EPZ, eight to ten mile area, could not be heard when activated from the County offices in Port Clinton, Ohio. The inspector will follow the progress of this application and get assurance from the licensee that compensatory measures are provided or substitute means of communication available until the increased wattage is obtained.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1)
at the conclusion of the inspection on July 13, 1982. The inspector summarized the scope and findings of the inspection and apprised the licensee of the status of items relating to the prompt public noti-fication/ warning system within the ten mile EPZ.
