AliTICIPATORY REACTOR TRIP SYSTEM (ARTS) - TEST TRIP BYPASS Our letter of flay 14, 1982 indicated that, based on our review of Toledo Edison Company subnittals related to the ARTS (NUREG Item II.K.2.10),

we concluded that the ARTS design satisfies safety grade criteria and requirements. ly with Secticn 4 of One of these IEEE-279-1971. Your letter of September 8,1981 requirements is to co@(flo. 744) committed to compliance with IEEE-279-1971.

In your letter of July 7,1982 (No. 819), you indicate the need to bypass the main feedwater punp status inputs at certain periods during plant startup and shutdown. The Test Trip Bypasses would be used to block the main feedwater pump trip inputs. The status of these bypasses is indi-l cated at the systen cabinets, the station conputer, and control roon i annunciator and is in accordance with IEE-279 Section 4.13. However, the l bypasses must be manually initiated and cleared. Bypassing would be under i administrative control.

lie have concluded that the use of the Test Trip Bypasses as described classifies them as " operating bypasses", and since they are not auto-natically removed they do not conform to the requirements of IEEE Std. 279 Section 4.12. The bypass indication and annunciation alert the control room operators when the system is put into a bypass condition, but do not alert the operator when conditions exist for removal of the bypass. !!e do not find this acceptable unless additional features are included to alert the operator to remove the bypasses at the appropriate time thereby providing an adequate basis to conclude that automatic bypass removal is not required.
