l Toledo Edison acknowledges receipt of your December 15, 1981 letter (Log No. 1-575) and enclosures, Appendix A and report 50-346/81-18,

referencing the violation of Technical Specification Section 2.2.1 Tabic 2.2-1.
This violation is listed as Severity Level IV (Supplement I) in Appendix A.
Violation:
Technical Specification 2.2-1 requires that the Reactor Protection System instrumentation setpoin a ahall be set consistent with the trip setpoint values shown on Table 2.2-1.
j Table 2.2-1 and Technical Specification 3.3.1 requires that the trip setpoint for the RC pressure-temperature

trip be set at (12.60 T,,0F-5660) usig for operation of~~~
the plant in Modes 1 and 2.

Contrary to the above:
RPS temperature calibration was conducted under Procedure ST 5030.06 on April 17, 1981, to a nonconservative accept-ance criteria (1.630F) which is in violation of their Limited Safety System Setting.

As a precautionary measure, Facility Change Request 81-266 was written and impicmented on October 14, 1981 to reset the pressure / temperature bistables to ensure tripping within the acceptable design DNBR limit. Nucicar Engineering Department has developed.a set of draft guidelines to revise Surveillance Test ST 5030.06 to reduce the overall inaccuracies in the calibration procedure and/or to increase the margin between the actual setpoint in the field and the accident analysis value. The procedure and/or the setpoint will be-revised prior to the next performance of this test.
Attached is a copy of License Event Report 81-060 concerning this violation.
