Thank you for your response of April 13, 1988, to our Notice of Violation
issued on March 14, 1988, concerning activities conducted at your Sequoyah facility.

In your response to violation 327, 328/87-78-02, you identify in the corrective
. steps taken section that Standard Practice SQM-70, "Composite Crew Operation",
has been created.
In reviewing your response along with SQM-70, we note that training and qualification requirements for foremen of multiple discipline i
crews does not appear to be adquately addressed.
Specifically, we are
!
concerned that the level of knowledge and experience required of the foremen
in areas outside of their craft may not be sufficient to perform the duties
!
assigned to them.
The duty of particular concern relates to assessing the
!
particular skill levels necessary for a crew member to perform or to independently verify a task in an area outside of the foreman's craft. This
-
duty appears to be key in ensuring that qualified individuals are selected to perform and independently verify work.
The intent of the four years of experience in ANSI 18.1 - 1971 is to ensure i
that foremen are able to properly evaluate work skill requirements, select qualified people to perform the work, and to have a scoping understanding of the work being performed.
We consider an acceptable method of meeting the i
ANSI 18.1 - 1971 experience requirement for composite crews to be through i
equivalency training (classroom and OJT) similar to that accomplished by your staff for the M0 VATS composite crew.
As your staff and workers have discussed with us in relating your implementation of the MOVATS crew, some level of
,
cross craf t training was necessary in addition to direct access to technical i
support in order to ensure that the composite crew functioned adequately,

Please provide a supplemental response within 30 days of the date of this
letter that addrasses how you intend to ensure that composite crew foremen have obtained the necessary experience to perform the required duties iden-tified in SQM 70.
