Gentlemen:

l

~ SUBJECT: REPORT _NOS. 50-327/87-02 AND 50-328/87-02-Thank you for your. revised response of August 7, ~ 1987, to our Notice ofl 'l Violation issued on' April 17, 1987, concerning design . control activities j conducted at your Sequoyah facility. We have evaluated your response and found i that it meets the requirements of 10 CFR 2.201. We will _ examine the implementation of your corrective actions during future inspection i Regarding your disagreement with the. necessity to look back at original Design-

~

Change Requests (DCRs) when performing related field change reviews, we point out that under your old and transitional design change programs the DCR is the source document reflecting the original- scope and associated Engineering Change Notices (ECNs). Without such a listing, a _ field' change review may not be all encompassing as required. . We believe that,. in this case, this situation occurred. We recognize that your new design change program requires both the scope and'" descendant" ECNs to be addressed on all ECNs associated with a DCR; thereby' assuring their existence is known by the reviewer (s). Consequently, we j consider that no further response is required with regard to this issue, j We appreciate your cooperation in this matte l

Sincerely,

!
