Results Of the three areas inspected, no items of noncompliance or deviations were identified in one area; two apparent item of noncompliance were found in two areas (infraction - failure to properly implement record control program -
paragraph 6); (infraction - failure to provide adequate document control program for vendor manuals paragraph 7.d).

Exit Interview The insepetion scope and findings were summarized on April 25, 1980 with those persons indicated in paragraph I above. The licensee acknowledged

Commitments were made by the licensee to have superceded changes to the Plant Opera-tional Quality Assurance Manaual (P0QAM) microfilmed by December 31, 1980 (paragraph 7.b) and to have the uncontrolled drawings located in the maintenance library issued in accordance with Dccument Control-(DC)
Procedure - 102, Contro' of Drawings, Specifications, Requirement Outlines, and Manufacturer's Mano :s, by June 1,1980 (paragraph 7.c).

Licensee _ Action on Previous Inspection Findings (Closed) Deficiency (302/79-04-04): Lack of evaluation statement in QA audit reports. Based upon review of four Quality Assurance Audits performed between November,1979 and February 1980, it appears that the licensee's program has been implemented as stated in his zesponse to the item contained in his letter (3-0-3-a-2, CS-79-181) dated-qque 15, 1979.

Nuclear General Review Committee (NGRC) meeting minutes from 1977 and

1978.
The inspector was unable to locate microfilms of NGRC mee, ting minutes for all of 1978. These documents are required by TS 6.10.2 to be retained.
The inspector was shown hard copies of the minutes from seVen of the eleven NGRC meeting that occurred in 1978. The licensee stated that the remainder of the meeting minutes from 1978 (meeting numbers 42 through 45) would be

obtained from files in the corporate office.

Thi= matter of possible failure to retain NGRC meeting minutes is considered an unresolved item (302/80-19-1) until the licensee forwards copies of the-missing meeting minutes to the inspector for review.
10 CFR 50, Appendix b, Criterion XVII, requires that record retention requirements be established. The licensee's accepted Quality Assurance Program, Section 1.7.6.7.1.q, states that all records transmitted to the
,
quality files will be done in accordance with established written procedures.
DC-104 requires that plant operating records, including NGRC meeting minutes, be' aicrofilmed. This was apparently not done for the minutes from 1978
,
meetings and represents apparent noncompliance with 10 CFR 50, Appendix B, Criterion XVII, (302/80-19-2).
10 CFR 50, Appendix B, Criterion XVII, requires that QA records be identi-fiable and retrievable. This requirement is implemented by the licensee's approved Quality Assurance Program, Chapter 1.7. ANSI N45.2.9-1974, referenced by this program,. requires the licensee's storage system to provide for accurate retrieval of information without undue delay. Failure to locate NGRC meeting minutes for all of 1978 and for the 8/4/77 meeting, without undue delay, using the licensee's filing system represents apparent non-compliance with 10 CFR 50, Appendix B, Criterion XVII (302/80-19-2).

Microfilming of Records Changes to P0QAM procedures, required by TS 6.10.1 to be retained, were being filed in the site administrative building. DC-104 requires that these operating records be microfilmed and stored in the records vault. The licensee's approved Quality Assurance Plan, Section 1.7.6.7.ls, commits to the requirements of Regulatory Guide 1.88, Revision 2, which endorses ANSI N45.2.9-1974. This standard requires that these records be afforded the equivalent protection of a NFPA Class A, four-hour minimum rated facility or the establishment of duplicate records stored in a separate remote location. Some of the procedure changes (less than 10 percent) had been microfilmed. The licensee committed to microfilming the remainder by December 31, 1980, and storing them in their qualified vault. This mattqq. vill be inspected at a later date (302/80-19-3).

Drawing Control 10 CFR 50, Appendix B, Criterion XVII requires the licensee to estab-lish requirements concerning record retention. Section 1.7.6.7.1q of the Quality Assurance Program requires that all records transmitted to the quality files be done so in accordance with written procedures.
The Quality Assurance Program, Section 1.7.6.7.ls, commits to the requirements of Regulatory Guide 1.88 Revision 2, which in turn, endorses ANSI N45.2.9-1974. This standard requires'that quality assurance records be distributed and handled in accordance with
'
written procedures. DC-102 requires that revised drawing aperture
'
cards be entered in " satellite" files and that the susperceded cards be destroyed. The inspector observed that the maintenance library aperture card for drawing 302-081, feedwater system, had not been updated with revision 21 and the old card, revision 20, had not been destroyed. DC-101 states that a red information only stamp is used for copies that are not to be used for work or any other official function. The inspector found that two file cabinets in the mainte-nance library contained unstamped drawings which were not being used for any official function. The licensee commited to stamping these
drawings in accordance with DC-102 by June 1, 1980.
These examples of failure to distribute and handle records in accor-dance with written procedures constitutes an apparent item of noncompliance with respect to 10 CFR 50, Appendix B, Criterion XVII (302/80-19-2).

Control of Vendor Manuals

Several problems were observed in the licensee's ability to control vendor manuals. The control room copy of the Reactor Building Sump Pumps manual contained an outdated revision of this manual in addition to the correct revision. The master index for the Reactor Coolant Pump manual listed the maintenance library as having one copy. The inspector found that this library had two copies, one having the incorrect revision.
The CRDM' Control System manual was shown by the master index to have the following distribution:

an Upon inspection, it was found that no volumes'of this 3anual were in the maintenance library (the librarian ststed that they had been lost and were being reproduced). However, one Volume I, three Volume IIs and one Volume III.were found in the electrical library. Th.e Volume I in the control room and electrical library did not have the most current revision entered. One of the Volume IIs in the electrical

The manual check-out system indicated that instruction library Volume II had been checked out since July 31, 1978 and Volume III since September 18, 1979. Two service tips (dated November and December 1979) had not been entered into these manuals due to their being checked out. Upon inspection, the checked out Volume II was found in the library files.
10 CFR 50, Appendix B, Criterion VI, requires that measures be estab-lished to control the issuance of documents. The accepted Quality Assurance Program states that Florida Power Corporat' ion has a document control system which includes provisions which require that changes be promptly included in appropriate documents and that obsolete or super-
,
seded documents be controlled.

Failure to control the documents discussed above is considered an apparent item of noncompliance with the requirements of 10 CFR 50 Appendix B, Criterion VI (302/80-19-4).
