Quality Control of Analytical Measur~ments Since the licensee has contracted with Eberline Instrument Corporation to analyze the enviroD.JDental samples, the,inspector examined.Eberline Instru-ment Corporations's 1978 and available 1979 report The cumulative reports included information concerning ~nstrument counting efficiencies and background measurements, duplicate analysis, recount analysis, spike samples, environmental TLDs, and interlaboratory comparison Some 1979 data was missing due to th.e long (approximately six to eight weeks) turn around*time from Eberlin The inspector had no further question.

Implementatton of the Environmental Monitoring Program Technical Specification,4.9.E, Table 4.9-1 provides requirements for the'scope of the licensee's radiological environmental monitoring progra The inspector reviewed the licensee's annual report to the NRC for 1978 and available data for 1979 and determined that the scope of the program required by T.S.4.9.E in terms of sampling locations, types of samples, frequencies and types of analyses was apparently being me The inspector examined all of the licensee's air particulate and charcoal filter monitoring stations and associated TLD stations' as well as other solely TLD station The inspector also observed the actual collection of the air particulate and charcoal filter A new clamshell quick disconnect sampling head had been installed at the Memorial Parkway station and was protruding from under the rain hoo A licensee representative indicated that the hood would be extended on all the monitoring station The inspector examined the trend analysis plots and found that they had not been updated since June 197 The inspector discussed the importance of those data as well as their interpretation with a licensee representative~

The representative stated the t~eiid-data would ~e immediately update '
