~ 50-259/89-18, 50-260/89-18, AND 50-296/89-18 This is in reference to your response of August 14, 1989, to our Notice of Violation issued on July 13, 1989, concerning activities conducted at your Browns Ferry facility.
In that letter, you responded to three violations cited in Inspection Report Numbers 50-259/89-18, 50-260/89-18, and 50-296/89-18 that resulted from the Unit 2 core reloading without monitoring of the core neutron flux.
You admitted to Violations A and C and denied Violation B.
We have evaluated your response to Violations A and C and found that they meet the requirements of 10 CFR 2.201.
We will examine the implementation of your corrective actions during future inspections.
e After careful consideration of the bases for your denial of Violation B, we find that no new information was presented that we had not already considered and have concluded that the violation occur red as stated in the Notice of Violation.
The corrective actions described in your March 1, 1989 response to Inspection Report 89-04 to revise your Technical Specifications, and your August 14, 1989 response to Inspection Report 89-18 to revise the fuel load procedures appear to be adequate to prevent recurrence of this problem.
Therefore, no additional response to this violation is required.
We will examine the implementation of these corrective actions during future inspections.
