EVALUATION OF TENNESSEE VALLEY AUTHORITY'S SUPPLEMENTAL RESPONSES TO GENERIC LETTER 88-01,
"NRC POSITION ON IGSCC IN BWR SYSTEMATIC SHUTDOWN STAINLESS STEEL PIPING" (TAC 61049)
I TVA's original response to Generic Letter (GL) 88-01 was forwarded by letter dated August 1, 1988.
The staff's Safety Evaluation was provided by NRC letter dated December 8, 1988, which requested that TVA provide submittals on three items.
One item, a change to the Technical Specifications, was addressed by TVA letter dated December 9, 1988.
This submittal was subsequently reviewed by the staff and a Safety Evaluation provided by NRC letter dated May 19, 1989.
The other two items were addressed by TVA letter dated June 30, 1989, which was provided as a supplemental response to GL 88-01.
The staff has reviewed TVA's supplemental response and has concluded that the completion of the Unit 2 post-IHSI inspections and the TVA commitment to replace the Reactor Water Cleanup piping outside of the drywell penetrations meet the recommendations of GL 88-01.
Several instances of incorrect assign-ments of inspection categories occurred in the August 1, 1988, submittal.
These were corrected by the June 30, 1989, supplemental response.
TVA's response of May 22, 1989, to the staff's Inspection Report 89-05 indicates that a detail review of weld inspection data had not been performed by TVA until after the August 1, 1988, response to GL 88-01.
TVA's response of August 1, 1988, had detailed information of the welds which is considered necessary to make the determination of intergranular stress corrosion cracking (IGSCC) resistance category as defined in GL 88-01.
This response appears to indicate that a detailed review had been performed so as to provide. the information requested by GL 88-01.
The incorrect assignments of IGSCC resistance category established in GL 88-01 would indicate that TVA had not maintained accountability of what inspections had been performed on individ-ual Class 1 welds.
In addition, an unresolved item in Inspection Report 50-259/
89-05, 50-260/89-05 and 50-296/89-05 concerning the correct number of welds to be post-IHSI inspected will be addressed by the staff in a separate correspond-ence as a part of a monthly inspection report.

w2'w The June 30, 1989, letter also seeks to change the classification of some welds and change commitments made for other welds.
The justifications for such changes are not persuasive and further engineering justification is required.
Our Safety Evaluation is enclosed.
This action closes the staff's review of the supplemental responses to GL 88-01 with the noted exception of the staff addressing the unresolved item from Inspection Report 50-259/89-05, 50-260/89-05, and 50-296/89-05.
This assessment will be part of a forthcoming monthly inspection report.
