requests and dismisses this proceeding, noting that Mr. George did not satisfy the regulatory l
provisions governing requests for intervention and hearing.

The Commission approved a Memorandum and Order responding to a petition for interlocutory review of the presiding officer's February 4,1999 Memorandum and Order that grants the petition in so far as it grants an extension of the deadline for the intervenors to file their briefs to February 19,1999, and denies the petition in all other respects.
