ADDITIONAL INFORMATION CONCERNING INTERVIEW CONDUCTED 10/25/83 AT ROCKHILL, SC.

a. This interview was initially set up by J. Bryant, whe(

stated that he would only talk to him. J. Bryant was subsequently abic to convince

  • that other NRC personnel should be present during the interview. stated that he had no objection as a result of con-ferring with Ms. Billie GARDE of GAP. In addition, indicated that he wanted Ms. GARDE to be present at the interview. As a result of Ms. GARDE being at the interview, it was decided that B. Jones, the Region II Counsel, should also be present during the interview. When Ms. GARDE was advised that B. Jones would be at the interview, she requested, and concurred, that Mr. B. GUILD, the Palmetto Alliance Counsel, should also be present inasmuch as B. Jones was going to be there. The interview was initiated at 7:27 pm in a conference room that was rented specifically for the interview. Prior to the interview, I had occasion to talk with Ms.

GARDE concerning the " ground rules" for the interview. I explained that I' would be conducting the i,nterview and I requested she refrain from inter-rupting during the interview. Ms. GARDE agreed and the interview went well considering all the people in attendance. Ms. GARDE did ado.to the interview on several occasions, all of which were well timed and did not interfere with my line of questioning. Neither Mr. GUILO or B. Jonet participated in the interview.

b. The interview was terminated at approximately 11:45 pm and due to the late hour and other circumstances, no signed sworn statement was taken from< did, however, agree to make a statement at a later date. I informed ttat we would take the information he provided back to the Region and that perhaps other investigators would te intecviewing him at a later date. At this point, Ms. GARDE stated that should be interviewed at a later date, she would like to be notified of the time and place and be given the opportunity to be attendance. I told Ms. GARDE that I would pass the request on to whoever would be doing the subsequent interviews. CATAWBA: FAILURE TO MAINTAIN INTERPASS TEMPERATURE ON STAINLESS STEEL SOCKET WELOS CASE NO: RII-84-A-OO12 The enclosed Allegation Report reflects information developed during recent interviews conducted by N. Economos and myself at Catawba in connection with the ASLB hearings. Request you review this information and initiate appropriate action to examine this matter. In addition to the inspection of the technical i e I would recommend your inspector interview , and who were identified by the alleger as working on the crew that made the welds during this particular incident. Do not interview lead man E .

E or the foreman until we can locate and interview the other welders identified above in an attempt to substantiate the allegation. Should you need assistance in these interviews, we will be glad to assist.

This alleger has been provided confidentiality and every effort must be made to protect his identity. Should you require the alleger's name we will provide it at your request.
