. . cor6mitment that was previously submitted to the NRC. By letter dated March 7, 1997, the NRC Staff transmitted Confirmatory Action Letter 1-97-010 [ Reference (a))

regarding licensed operator training records'and programs at Millstone Station. The

, ~ letter confirmed the commitments that Northeast Nuclear Energy Company (NNECO) had made to ensure that weaknesses in the Licensed Operator Initial Training (LOIT) and Licensed Operator Upgrade Training (LOUT) programs would be corrected.

Ther ., commitments were noted in our letter dated March 3,1997 [ Reference (b)).

Sper fically, NNECO committed to complete a number of actions and to submit the results of expanded reviews by April 2.1997. The result of our initial reviews into ,

.these issues was provided in our letter dated March 14,1997 [ Reference (c)). Our

response to the commitments, including submittal of a " Corrective Action Plan For MP1 LOUT IRT Recommendations," was provided in our letter dated March 31,1997

[ Reference (d)) and as revised on April 18,1997 [ Reference (e)), November 14,1997

[ Reference (f)] and December 15,1997 [ Reference (g)). The revised corrective action plan detailed the actions to be taken with respect to the operator training programs for Millstone Units 1,2, and 3. Contained within our letter of March 31, 1997 was a commitment to complete the corrective actions by their associated due dates as noted in the Corrective Action Plan.

One of the commitments has been revised as follows:

Oriainal Commitment ES-Sa The ES 5 recommendation will be complete when corrective actions for weaknesses identified in "Self Assessment and Corrective Action Programs" have been completed (4.2.3A-4.2.3E).

l - U.S. Nuclxr Regul: tory Commiss:on B16940\ Page 3 Justification The ES-SA commitment is a rollup activity that was originally tied to SC-E-4 (due December 31,1997). With the addition of commitment SC-E-4a (due February 28, 1998) as revised in our December 15,1997 letter [ Reference (g)], the due date of the above commitment (ES-5A) should have been revised to coincide with the due date for the new commitment (SC-E-4a). The fact that the ES-Sa due date was not changed with the addition of the new commitment is an administrutWe oversight. Our intention was and still is to consider the f ollup activity complete when all of the supporting activities in "Self Assessment and Corrective Action Programs" are complete These activities are scheduled for completion on February 28,1998.

The revised commitment is provided in Attachment 1. The remaining commitments in our letters of November 14,1997 and December 15,1997 are unchanged.
