The. purpose of this letter is to provide our revised schedule for completion of a-) .

6 commitment that was previously submitted to the NRC. By letter dated March 7, 1997, the NRC Staff transmitted Confirmatory Action Letter 1-97-010 [ Reference (a)]

U.S. Nucle r R:gulatory Commission B16913\ Page 2 had made to ensure that weaknesses in the Licensed Operator Initial Training (LOIT) ahd Licensed Operator Upgrade Training (LOUT) programs would be corrected.

Th~ese c' o mmitments were noted in our letter dated March 3,- 1997 [ Reference (o)).

Specifically, NNECO committed to complete a number of actions and to submit the results of expanded reviews by April 2,1997. The result of our initial reviews into-these issues was provided in our letter dated March 14,1997 [ Reference (c)). Our response to the commitments, including submittal of a " Corrective Action Plan For MP1 LOUT IRT Recommendations," was provided in our letter dated March 31,1997

[ Reference (d)) and as revised on April 18,1997 [ Reference (e)) and November 14, 1997 [ Reference (f)). The revised corrective action plan detailed the actions to be taken with respect to the operator training programs fcr Millstone Units 1,2, and 3.

Contained within our letter of March 31, 1997 was a commitment to complete the corrective actions by their associated due dates as noted in the Corrective Action Plan.

One of the commitments has been revised as follows:

Since the startup dates for Millstone Units 1 and 2 lag the startup date for Millstone Unit 3, these units have different priorities for commitment review :ompletion, and as such, the commitment review verification process for training-related commitments is I

These commitment reviews will occur prior February 28,1998 to support startup of each of the units and th6 comfnencement of the next scheduled LOIT/ LOUT program on either Millstone Unit 1 or 2. The Millstone Unit 3 and Millstone Site-Common commitment review verification process is ongoing and additional time is necessary to complete the reviews. The process, led by line management and coordinated by Regulatory Compliance, is expected to be completed by December 31,1997.

The revised commitment is provided in Attachment 1. The remaining commitments in our letter of November 14,1997 are unchanged.
