Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File: 0260/L-835.0 Special Report 83-098/0 - Fire Rated Penetration AE-176D Declared Inoperable AECM-83/0726 On September 29, 1983, during a special inspection, fire rated penetration AE-176D on elevation 166 feet in the Auxiliary Building was declared inoperable due to its improper installation. The penetration was reworked to conform to design specifications.

An hourly fire watch was established in accordance with Technical Specification 3.7.7 until the penetration was restored to operability on October 21, 1983.

The event had no effect on the health and safety of the public and did not constitute a threat to plant safety. Nonconformances included; cracking in Sylgard, material not bonded to substrate, and damming board not intact.

Material Nonconformance Report (MNCR) 00932-83 was issued to document the appropriate action. This is reported as a Special Report pursuant to Technical Specification 6.9.2 since the seven (7) day Limiting Condition for Operation (LCO) time limit was exceeded. This is submitted as a final report.
