Dear Mr. O'Reilly:

SUBJEC": Crr.nd Cul 'uclear Station Unat 1 Do.ket No. De-416 ucensa No. NPF-13 File 0260/L-835.0 Sye.il Report 83-038/0 -

Cratrol Room Area Temperature Exceeds Technical Specification Limits AECM-83/0299 On April 26, 1983, at 0730 hours0.00845 days
0.203 hours
0.00121 weeks
2.77765e-4 months
the Control Room ambient air temperature exceeded the area temperature limit of Tcchnical Specification Table 3.7.8-1 (equipment operating). The excessive area temperature was a direct result of having no Control Room HVAC subsystems operating. At the time of the event occurrence subsystem "A" was inoperable due to a loss of power from the planned Division I electrical outage, and subsystem "B" failed due to a defective thermostat. The area temperature exceeded the Technical Specification limit for a total of 9.5 hours5.787037e-5 days
0.00139 hours
8.267196e-6 weeks
1.9025e-6 months
and the peak temperature during the LCO was 84*F.

Action (a) of Technical Specification 3.7.8 states that a Special Report is required to be submitted if the temperature limit is exceeded for more than eight hours. This report should provide a record of the amount by which ari the cumulative time the temperature in the affected area exceeded its limit and an analysis to demonstrate the continued operability of the affected equipment. The maximum qualification temperatures vary for different types of equipment in the Control Room. All Control Room equipment is qualified to a maximum of 90*F, therefore, an analysis to demonstrate operability of this equipment is not required. To provide further clarification, the 90*F limit is the lowest maximum temperature.
