1 INTRODUCTION The Radiological Environmental Monitoring program provides information which can be used in assessing the type and quantity of radiation exposure tc the public that results from the operation of Crystal River Unit 3.
The program is conducted via a contract with the University of Florida, Department of Environmental Engineering Sc.iences, Gainesville, Florida, and a contract to the State of Florida, Department of Health and Rehabilitative Services, Orlando, Florida.
The parts of the program for which each is responsible are listed in Table I-1.
The requirements of Technical Specifications provide limits on radionuclides assessed by the Program. There are, however, additional nuclides detected and reported that are not addressed in the specifications, and the associated limits are stated as N/A.
The trend plots associated with the pathways have been modified for clarity, and present trends on specific nuclides that are important in evaluating the impact of effluent releases on the environment.
The program provides for a continuation of the preparation, sampling, and analysis program in order to identify increases of radioactivity in the environment.

1 Technical Specification 3.12.1.2 requires a land use census of the nearest milk animal, the nearest residence and the

nearest garden of greater than 500 square feet producing fresh leafy vegetables in each of the land based meteorological sectors within a distance of five miles at least once per 12 months.
A milk animal survey was conducted on May 14 and 15, 1985, and inquiries completed 'in June. The survey disclosed two pet goats and a large number of range cattle, none of which were reported to be providing milk for humans.
The residence survey in May identificd one house boat at Shell Island and a cabin located on a small island near the northeast corner of Shell Island; S at 2.6 miles and SSE at 4
- 2.2 miles. Both the boat and cabin appear to be for recreational use. A house is located on the Hollinswood Ranch; NNE at 1.5 miles. This house is reportedly used as a field office or as a hunting camp but not as a permanent residence. The nearest permanent residences are 3.4 miles from the plant in the ENE and SSE directions. '
The garden census was completed on May 15, 1985, and seven garden sites within five miles of the plant were located.

ESE 4.2 miles On the north side of West Indian 101 degrees Trail North about 0.3 miles west of Tallahassee Road, in the northwest part of Section 6, T185, R17E.
SE (A) 4.4 miles An isolated cabin was located 136 degrees in Section 13, T185, R16E, on the south bank of the Crystal River across from the Crystal River Historical Memorial. The occupancy status of this cabin is unknown. The only access was by boat.
SE (B) 4.7 miles The next-nearest residence was on the 133 degrees north bank of the Crystal River at "The Rocks", near the center of Section 13, T18S, R16E.

III. MEDIA OTHER THAN EXTERNAL RADIATION This category includes all samples of environmental exposure pathways other than external radiation (thermoluminescent do-simeter -
TLD). The samples are collected and analyzed in accordance with Crystal River Unit 3, Technical Specifications Section 3.12, Table 3.12-1. Each pathway analyzed is presented in this section by data summaries, data comparisons, and plots in order to document in easily understandable form, the effects of effluent releases from Crystal River Unit 3 on the surround-ing environment.
The data summaries are presented in the format of Regulatory Guide 4.8, December 1975, as required by Technical Specifica-tions, Section 6.91.5(c). The summary provides the following type of information:

The data comparisons are provided to compare the mean, LLDs, highest single values and Control Station values (whenever LLD) to the Technical Specification limits of Tables 3.12-2 and 4.12-1.
The plots provide a rapid assessment of trends for specific nuclides that are considered to be indicators of environmental effects due to plant operations.
Deficiencies and unusual or out-of-specification values are detailed for each Pathway, and information provided to explain the reason behind the deviations.

AIR INHALATION PATHWAY The Air Inhalation pathway is one of the two pathways with sample stations monitored by both the University of Florida and the State.
The control Station, C47, is operated by the University of Florida.
This pathway involves three types of analyses, weekly gross beta, weekly I-131 and quarterly gamma spectral analysis.
Weekly Cross Beta Analysis All samples were collected and analyzed except for two. One sample was not collected due to a technical error in reconnection of a hose, the other sample was missed due to a possible power outage during the sample run. A total of 40 analyses had a calculated LLD greater than the maximum allowed in the Technical Specifications.
This was due to the use of a proportional counter for analysis during the repair of the Harshaw Phoswich Detection system normally used for analysis. Sample LLDs were increased due to decreased efficiency of the proportional system. One Sample maximum LLD was exceeded due to low sample volume caused by a disconnected hose during the sample run.
Weekly I-131 Analysis All but three samples were collected and analyzed. Two samples were missed due to a disconnected hose, and a third sample was missed due to a power outage during the sample run. The data for this sample was lost due to a power outage which caused the sample data file to be deleted from the computer. The sample had been discarded, so reanalysis was not possible. No limits or LLDs were exceeded.

All samples were collected and analyzed except for the missed samples described under the Weekly Gross Beta Analysis. The data is consistent with previous years' operational values. No limits or LLDs were exceeded.

SEAWATER PATHWAY The University has the responsibility to collect and analyze sea-water samples. The Control Station, C13, is located at the mouth of the intake canal. This pathway involves two types of analyses, monthly gamma spectral analysis and quarterly tritium composite.

GROUND WATER PATEWAY The University has the responsibility to collect and analyze the ground water samples. Since the ground water flow around the Crystal River site flows toward the Gulf of Mexico and the plant is located on the coast, there is very little chance for contam-ination of the ground water supply. Therefore, there is only one station in this pathway, and it is considered to be a control type station. This pathway involves two types of analyses, semiannual gamma spectral analysis and semiannual tritium analysis.

DRINKING WATER PATHWAY The University has the responsibility to collect and analyze potable water samples. The ground and aquifer water flows around the Crystal River site is toward the Gulf of Mexico and the plant is located on the coast. INGESTION PATHWAY (WATERMELON)
The State has the responsibility to collect and analyze watermelon samples. There is no control station for this pathway.
Annual Gamma Analysis The sample was collected and analyzed. there is no critical station in'this pathway. The 1985 operational analysis resulted in a detectable activity of 15 pCi/kg for Cs-137. No limits or LLDs were exceeded. Since this is the only detectable activity ever found in this sample, no trend plots were included for this pathway.
The following calculations should demonstrate that the detected Cs-137 was not a result of the effluents from Crystal River Unit 3.
Factors:
Total Cs-137 released 07/83 through 06/85 = 232 uCi.
D/Q = 2.2E-10/m2 (Taken from the FSAR Table 2-20 9 6.2 miles ENE)

The University has the responsibility to collect and analyze broad leaf vegetation. The sample station, C48 A and B, are located in the north and northeast by north direction at the Site boundary.
These locations were picked due to the FSAR historical annual average D/Q values at the closest point to the plant the general population could approach. The Control Station for this pathway is C47. Monthly gamma spectral and I-131 analyses are performed on the samples. The samples are composed of three types of broad leaf vegetation from each location when available.

EXTERNAL RADIATION PATHWAY The External Radiation Pathway is split between the University (29 stations) and the State (3 stations). A Control Station is main-tained by the University in Gainesville, Florida, C47. The external radiation measurements are performed on a continuous basis with quarterly collection, utilizing thermoluminescent dosimeters (TLDs).
All samples were collected and analyzed with the following excep-tions:
The TLDs at stations CO3, C09, and C78 were missing at the time of samp'le for the first quarter. The TLDs at stations CO8, C14G, and C62 were missing at the time of sample for the second quarter.
The calculated yearly exposure for stations C18 and C74 were
~
higher than normal based on 29-day field exposure period due to replacement of missing TLDs destroyed or removed during field placement.
Some elevated exposures were observed in the data reported for Quarter 3 TLD stations C18 and C74. The data was reviewed for calculation error which was shown to be absent. Further ,
investigation was performed which indicated that the TLD reader 63
EXTERHAL.RADIAIIQM..PATHMAY fContinued) being used for the Crystal River TLD chips may have been adjusted to read TLD cards with no correction made for the equipment adjustment. Station C18 also had a colocated TLD supplied by the State which yielded a normal reading for the same time period.
. No limits are listed in the Technical Specifications. Except for the previously discussed readings, the data is consistent with previous years' operational values.
