1.0 INTRODUCTION
This is the fifth semi annual report submitted in accordance with the requirements of Florida Department of Environmental Regulation (FDER)
Permit IT09154804A and U.S. Environmental Protection Agency (EPA) Permit FL0000159.
Construction of the project has proceeded substantially on schedule. A summary of completed and remaining tasks follows.
2.0 WORK COMPLETED DURING PREVIOUS SIX MONTHS General Construction Phase i This phase of the project, which began in May 1991, is substantially complete.
The scope of work completed during Phase I includes construction of the Helper Cooling Tower foundations, basins, intake and discharge structures, slope protection systems, underground utilities, and associated buildings.
Specific work completed during the previous six months includes punchlist work and general site cleanup.
General Construction Phase ll The second General Construction phase, which began in February 1992, is substantially complete.
The scope of work completed during Phase ll includes mechanical and electrical equipmor,t installation as well as startup support.
in the past six months, mechanical and electrical equipment installation progressed significantly, installation progress includes completion of both underground and above ground piping systems, valves, pumps, motors, power distribution systems, control equipment and chemical feed systems.
Startup and testing of cooling tower systems progressed significantly.
Tower Fabrication and Erection Erection of the precast concrete towers is substantially complete. Erection of the precast concrete components was completed in the previous six month interval. During the past six months, installation of tower internal compon6nts (piping, fill and drift eliminators) was completed, installation of tower mechanical components (gearboxes, motors, fans and stacks) was also completed, Site Finishing A contract was awarded in January 1993 for the final phase of work entitled
" Site Finishing".
Locations of work completed are indicated on the Site Plan Drawings included in Appendix A.
3.0 WORK ANTICIPATED DURING FOLLOWING SIX MONTHS General Construction Phase i The first General Construction phase is substantially complete.
General Construction Phase ll General Construction Phase 11 is substantially complete. Significant startup and testing activities are still required prior to commercial operation of the Cooling Towers. Startup and testing of the towers and tower related systems is expected to continue to support commercial operation of the towers in April 1993.
Tower Fabrication and Erection Tower fabrication and erection are substantially complete. Startup and testing support will be provided by the tower manufacturer as required to place these systems in commercial operation. Additional testing for thermal and drift performance will continue in accordance with project contracts and permits.
Site Finishing Site Finishing is expected to be completed during the next six month period.
Work scope includes finalization of slope reinforcement, site fill, commissioning of several detention ponds, final architectural completion items, installation of base course and pavement, and cleanup.
Locations of work anticipated during the ensuing six nxoths, which coincide with locations of work completed in the previous six months, are also indicated on the Site Plan Drawings included in Appendix A.
