-NPDES FL0000159/IT09-154804F During the release of Evaporator Condensate Storage Tank B on June 23, 1997, a sample was collected at the point of discharge (P0D) to confirm compliance with the POD oil and grease (0&G) limit of 5.0 mg/1. The re'sult, obtained after the release was completed, was 6.2 mg/1, which appeared to indicate an exceedence.

However, the pre-release O&G analysis of the tank was 0.1 mg/1.

of the tank are diluted greater than 100:1 prior to the POD sample point, it is 1.
unlikely that the tank could cause a P0D exceedence.
A subsequent investigation revealed that a. step in the O&G analytical procedure had been omitted. This step requires that the technician vacuum residual-freon fumes from a flask prior to desiccation and weighing. Four tests were completed to quantify the impact of missing this step.
All tests indicated that weight would be added to the flask, thereby skewing the results high.

ranged from 2.7 mg/l to 38.0 mg/1, with an average increase of 19 mg/1.
l The combination of pre-release results of 0.1 mg/l and the procedural error in the laboratory indicates that an 0&G exceedence did not occur.
Steps will be taken to determine the cause of the technician's error to ensure that it is not repeated.
