REPLY TO ENEVRCEMENT CONFERENCE NOTIFICATION HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NO. NPF-57 DOCKET NO. 50-354 In Hope Creek Inspection Report 354/95-19, dated January 30, 1996, the NRC identified apparent violations associated with inadequate or ineffective corrective actions associated with the safety auxiliary cooling system (SACS) and the shutdown cooling (SDC) system. The report also indicated that a pre-decisional enforcement conference had been scheduled for March 14, 1996 to discuss the apparent violations.

As discussed between Mr. D. Powell and Mr. L. Nicholson, Public Service Electric and Gas Company (PSE&G) wishes to waive the right to the pre-decisional enforcement conference and does not plan to attend. In accordance with the current NRC Enforcement Policy, PSE&G has provided relevant information concerning the two apparent violations. LER 95-037-00, dated January 3, 1996, provided information for the SACS system issue and LER 95-038-01, dated January 29, 1996, provided preliminary information for the SDC issue. LER 95-038-02 is scheduled for submittal the week of March 11, 1996. These document.3 provide a discussion of the issues, the root causes, the associated corrective actions and PSE&G's position on the safety significance of the issues.
