IE INSPECTION REPORT 84-27 COMMITMENT WITHDRAWAL IE Inspection Report 50-255/84-27(DPR), dated January 31, 1985, provided one item of noncomplience (255/84-27-01) for a Technical Specification violation involving an incorrect setpoint for the Reactor Protection System Low Primary Coolant Flow Trip. The occurrence was reported by Licensee Event Report (LER) 84-23-02, dated March 20, 1985. A response was submitted to the item of noncompliance by Consumere Power Company letter dated March 4, 1985.

A commitment was provided in the Licensee Event Report and in the response to the violation to determine a correct three pump low flow trip setpoint and to implement the proper setpoint by September 30, 1985. In the interim, three pump operation has been precluded by maintaining a reduced setpoint such that any three pump flow configuration will result in a reactor trip.

The Palisades Plant has been actively pursuing a revised trip setpoint through the appropriate vendor. The required vendor analysis is tentatively expected in late 1985 and a specific date for the impicmentation of the revised three pump low flow trip will be determined at that time.

As previously noted, a three pump low flow trip setpoint has been instituted such that three pump operation is precluded until all concerns relating to the.

setpoint have been resolved. With the current restrictive setpoint, the plant is in full compliance with the low flow trip setpoints required in Technical Specifications.

Based on the foregoing discussion, the commitment to determine a revised three pump, low primary coolant system flow trip setpoint by September 30, 1985 will be delayed and need not be held open, since a sufficiently restrictive 8601280276 850919 PDR ADOCK 05000255-O PDR ~
