Dear Mr. Cruse:

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering and l Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by Baltimore Gas ar.d Electric , in its letter dated June 8,1998, regarding its requests for relief from certain American Society of Mechanical Engineers (ASME) code requirements for Calvert Cliffs Units 1 and 2. The staff found that the licensee's proposed altematives (contained in its Requests for Relief Nos. E1, E2, and L1) are acceptable as they provide an acceptable level of  ;

quality and safety, and therefore, they should be authorized pursuant to 10 CFR 50.55a(a)(3)(i). l l

The staffs safety evaluation and conclusions are contained in Enclosure 1. Enclosure 2 is the INEEL Technical Letter Report.
