Dear Sir:

i This application for an amendment to th6 James A. FitzPatrick Technical .

Specifications revises Sections 3.5 F and 4.5.F, ' Minimum Emergency Core and

) Containment Cooling System Availability,' on page 122. Two changes are proposed.

The first change deleton Specification 3.5.F.1 because it is redundant to Spec!fications ,

3.5.A and 3.5.B. The second change adds new Umiting Conditions for Operation (LCOs)
  • i and associated Surveillance Requirements regarding ECCS availability with the reactor in i l the cold condition.

4 The proposed changes are administrative in nature and specify additional  :

limitations on plant operations. They more clearly define the requirements for emergency core cooling when the reactor is in the cold condition. The changes do not  !

irivolve modification to any of the plant's systems, equipment, or components; nor do  :

they allow plant operation in an unanalyzed configuration. The proposed changes are '

l based on the BWR Standard Technical Specifications (NUREG 0123) and are consistent with current p' ant operating practice. ,

Amendment to Operating Ucense,' with Attachments I and ll thereto, comprising a statement of the prc posed changes to the Technloal Speelfications and the associated Safety Evaluation, in accordance with 10 CFR 50.91, a copy of this application and the associated I attachments are being provided to the designated New York State official.
