applies for an Amendment to the Technical Specifications contained in Appendix A of this j license.

j This application for an amendment to the James A. FitzPatrick Technical Specifications j revises Sections 3.5.F and 4.5.F, 'Minimurn Emergency Core and Containment Cooling System Avaliability,' on page 122. Two changes are proposed. The first change deletes Speelfication 3.5.F.1 because it is tedundant to Specifications 3.5.A and 3.5.B. The

second change adds new Umiting Conditions for Operation (LCOs) and asso

lated l Surveillance Requirements regarding ECCS availability with the reactor in the cold j condition.
