This letter requests Nuclear Regulatory Commission (NRC) approval of a correction of typographical errors in the VCSNS Technical Specifications (TS), which were inadvertently introduced during License Amendment 79 (Reference 1) and License Amendment 202 (Reference 3).

These typographical errors were not addressed in the notice to the public, nor reviewed by the NRC, and therefore, fall within the scope of the guidance provided by SECY-96-238 (Reference 5, ADAMS Accession No. 9611250030 (Legacy Library)) for corrections.

Requested Action Consistent with the information contained in SECY-96-238, Proposed Guidance for Correction of Technical Specification Typographical Errors, South Carolina Electric and Gas (SCE&G), the licensee for Virgil C. Summer Nuclear Station (VCSNS), is requesting the correction of two inadvertent typographical errors that were introduced into the VCSNS Technical Specifications (TS).

B. Typographical Error One typographical error was introduced into the VCSNS TS during implementation of License Amendment 79 (Reference 1), and two were introduced during implementation of License Amendment 202 (Reference 4). The specification of the errors and proposed corrections are described below:

Twice in Table 6.2-1, the acronym for Control Room Supervisor is incorrectly shown as being CRF. The correct acronym is CRS. Therefore, CRF should be replaced with CRS.

This error was not introduced in the original License Amendment Request (LAR)

Mark-up pages (Reference 1) that were submitted to the U. S. Nuclear Regulatory Commission (NRC) and was, therefore, not noticed to the public, nor approved by the NRC during review and approval of Amendment 79. This error was introduced on the clean pages issued after NRC review.

In Table 6.2-1, the acronyms for Reactor Operator and Auxiliary Operator are incorrectly shown as being RD and AD, respectively. The correct acronyms are RO and AO. Therefore, RD and AD should be respectively replaced by RO and AO.

These errors were not introduced in the original License Amendment Request (LAR)

C. Corrections to the Affected TS Page SECY 96-238, (Reference 5) provides guidance to correct inadvertent typographical errors in the TS pages. Specifically:

"...the case in which the staff or licensee can demonstrate that the error was introduced inadvertently in a particular license amendment and that the erroneous change was not addressed in the notice to the public nor reviewed by the staff. Under these limited circumstances, the change that introduced the typographical error was

Document Control Desk Attachment I RC-18-0034 CR-16-03840 Page 3 of 3 not a proper amendment to the license because it was neither addressed in the notice nor reviewed, and correction of the typographical error is not a "change" to the TS. Accordingly, the typographical error may be corrected by a letter to the licensee from the NRC staff, instead of an amendment to the license. ..."

The typographical errors described above were not noticed to the public, nor were they reviewed by the NRC as part of the application amendment process. Therefore, these errors may be corrected without a license amendment.

Accordingly, upon approval from the NRC, a corrected TS Page 6-2 will be issued to all holders of controlled TS.

During any absence of the Control Room Supervisor from the Control Room while the unit is in MODE 1, 2, 3 or 4, an individual (other than the Shift Technical Advisor) with a valid SRO license shall be designated to assume the Control Room command function. During any absence of the Shift Manager from the Control Room while the unit is in MODE 5 or 6, an individual with a valid RO or SRO license shall be designated to assume the Control Room command function.
