SummerNuclear Station (VCSNS) Unit 1Facility Operating License.

Specifically, this license amendment request (LAR)proposes torelocate theadministrative controls in Technical Specification(TS) 6.3,"Unit Staff Qualifications,"

totheDominion Energy Nuclear Facility Quality Assurance Program Description (QAPD)

[5.1).

Thischange is consistent withguidance contained inNRCAdministrative Letter (AL) 95-06, "Relocation ofTechnical Specification Administrative Controls Related toQuality Assurance"

2.2M DESCdesires toeliminate thereferenceddocuments andassociated discussions forunit staff qualifications intheTSandusethe current unitstaff qualificationsspecified inthe QAPD.Theproposed changewould eliminate an inconsistency between theUnitStaff Qualification requirements described inthe Dominion Energy Nuclear Facility QAPDand VCSNSTS6.3,"Unit Staff Qualifications".

Specifically, VCSNS committedtoUnit Staff Qualifications requirements intheQAPD,that arebased oneitherthesameormore recent versions ofANSIN18.1andRG1.8thanthose specified inTS6.3.Theexisting TS andQAPDrequirements forunit staff qualifications are based ondifferent NRC endorsed industry standards toensure that alicensee's staff isappropriately qualified for their respective positions.

Additionally, theproposed change would provide flexibilityin adopting updated NRC-endorsed standards forunit staff qualifications without theneed tosubmit LARs.

3.0ASSESSMENT

3.1Condition Assessment 10CFR50.36(c)(5) requires TStoinclude administrative controls.

Theseareprovisions relating toorganization andmanagement, procedures, recordkeeping,

review, andaudit, andreporting necessary toassure operation ofthefacility inasafe manner, AL95-06

[5.2),

states thatmanylicense amendments werebeingprocessed thatinvolved relocating requirements that donotsatisfy thecriteria of10CFR50.36forinclusion as limiting conditions foroperation, andrelocating requirements that arecontrolled directly byregulations andrelated licensee programs.

Theproposed changeisconsistent with theguidanceinAL 95-06.Theunitstaff qualifications donotsatisfy thecriteria of 10CFR50.36forinclusion intheTSasan Administrative Control.

TheDESCQAPD report isadequatelycontrolled byother regulations andistherefore an acceptable location fortheunitstaff qualification requirements.

Specifically, consistent with the guidance inAL95-06, future changes to theQAPDstaff qualification requirements will beevaluated underthe10CFR50.54(a) evaluation process.

3.2W VCSNSisrequesting approval toeliminate thereferenced documents andassociated discussions forunit staff qualifications requirements intheTS and follow theapplicable qualification requirements currently provided intheQAPD.Theproposed changewill eliminate aninconsistency between TS6.3andtheQAPD.Future changes totheQAPD will becontrolled viathe10CFR50.54(a) evaluation process.

3.3M DESChasevaluated theproposed amendment against thecriteria in10CFR50.92and hasdetermined thattheoperation oftheVCSNSinaccordance withtheproposed amendment presents nosignificant hazards.

TheDESCevaluation against eachofthe criteria in10CFR50.92 isprovided asanAttachment (Attachment 4)tothis amendment request.

4.0REGULATORY EVALUATION

4.1 Theproposed changehasbeenevaluated todetermine whether appi,icable regulations andrequirements)continue tobemet.Thefollowing current applicabl6 regulations and regulatory requirements werereviewed inmaking this determination:

requires that operator license applications include information concerning an individual's education, experience, andother related matters toprovide evidence and certification that theapplicant has successfully completed thefacility licensee's trainingprogram that isbasedonasystems approach totraining.

Revision 11,establishes thepolicies, procedures, andpractices forexamining licensees andapplicants forreactor operator andsenior reactor operator licenses at nuclear power reactor facilities under 10CFRPart55,"Operators' Licenses."

Rgtgy.IaLor.y Ggic[e.14 Regulatory Guide(RG) 1.8,"Qualification andTraining ofPersonnel forNuclear Power Plants,"

describes amethod that theNRCstaff finds acceptable forcomplying withthe NRC'sregulations regarding training andqualification ofnuclear powerplant personnel.

Theproposed changewouldeliminate theunit staff qualification requirements fromthe TS andmaintain thecurrent commitments toRG 1.8alongwithanyexceptions, alternatives, orcalculations asidentified inthecurrent QAPD.

4.2Precedent OnMarch1,2018,Exelon Generation Company(EGC) submitted aLAR[5.3) torelocate thelicensee's staff qualification requirements totheEGCQuality Assurance Topical Report.

TheLARfromEGCwasapplicable totheir fleet consisting ofthirteen different facilities.

OnAugust 2,2018,NRCapproved theLARfromEGCt[5.4).

4.3Conclusion

Serial No.20-358 Docket No.50-395 Attachment 1:Page5of5 DESC has evaluated theproposed changeagainst theapplicable regulatory requirements andacceptance criteria.

DESChasdetermined thattheapplicable regulatory requirements continue tobemet.Basedontheconsiderations discussed above,(1) there isreasonable assurance that thehealth andsafety ofthepublic will not beendangeredby operation intheproposed manner,(2) suchactivities will beconducted incompliance withthe Commission's regulations, and(3) theissuance oftheamendment will notbeinimical tothe common defense andsecurity ortothehealth andsafety ofthe public.

5.0ENVIRONMENTAL CONSIDERATION Theproposed amendmentisconfined to(i) changestosurety, insurance, and/or indemnity requirements, or(ii) changes to recordkeeping, reporting, oradministrative procedures orrequirements.

Accordingly, the proposed amendmentmeetstheeligibility criterion forcategorical exclusion setforthin 10 CFR 51.22(c)(10). Therefore, pursuant to10CFR51.22(b),

noenvironmental impactstatement orenvironmental assessment needbeprepared inconnection with theproposed amendment.
