ANNUAL ASSESSMENT LETTER FOR DAVIS-BESSE NUCLEAR POWER STATION (REPORT 05000346/2017006)

Dear Mr. Bezilla:

The NRC has completed its end-of-cycle performance assessment of Davis-Besse Nuclear Power Station reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2017 through December 31, 2017. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC concluded that overall performance at your facility preserved public health and safety.

Although plant performance was within the Licensee Response Column, the NRC has assigned a preliminary significance of low-to-moderate (White) to Apparent Violation 05000346/2017004-04, Apparent Failure to Prescribe Appropriate Work Instructions for an Activity Affecting Quality. This Apparent Violation was previously described in Davis-Besse Inspection Report 05000346/2017004, dated February 14, 2018 (ML18045A076). The NRCs preliminary significance determination is documented in Davis-Besse Inspection Report 05000346/2017010, which will be issued under separate cover. That inspection reports transmittal letter also provides Davis-Besses alternatives to responding to the apparent violation and the preliminary significance determination. The final safety significance determination may affect the NRCs assessment of plant performance and the enclosed inspection plan. Also, during this assessment year, the plant was in Column 2 due to a White performance indicator. As stated in NRCs inspection report and quarterly assessment letter dated May 12, 2017 (ADAMS Accession Number ML17132A193), the plant returned to Column 1 at the end of the first quarter of 2017 after a successful supplemental inspection.

The enclosed inspection plan lists the inspections scheduled through December 31, 2019. This updated inspection plan now includes planned security inspections which were formerly transmitted under separate correspondence. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. The enclosed inspection plan includes, among other items, a design basis inspection in September and October 2017 using inspection procedure 71111.21M, Design Bases Assurance Inspection (Teams).

This letter and its enclosure will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
