Mr. Bryan S. Ford Senior Manager, Nuclear Safety & Licensing Entergy Operations, Inc. 1340 Echelon Parkway Jackson, MI 39213-8298
SUBJECT:
ARKANSAS NUCLEAR ONE, UNITS 1 AND 2, GRAND GULF NUCLEAR STATION, UNIT 1, RIVER BEND STATION, UNIT 1, AND WATERFORD STEAM ELECTRIC STATION, UNIT 3 - ACCEPTANCE REVIEW OF RELIEF REQUESTS FOR THIRD 120-MONTH INSERVICE TESTING INTERVAL (TAC NOS. MD8826 THROUGH MD8829)
Dear Mr. Ford:
By letter dated May 20, 2008 (CNRO-2008-00016, Agencywide Documents Access and Management System (ADAMS) Accession No. ML0811620369) to the U.S. Nuclear Regulatory Commission (NRC), you submitted the following six relief requests (RRs) for one or more of the Entergy plants specified in the subject above: CEP-ISI-011, CEP-ISI-012, CEP-CISI-001, CEP-PT-002, ANO1-PT-002, and PWR-PT-001.
The purpose of this letter is to provide the results of the NRC staff acceptance review of the above six RRs. By the NRC staff's letter dated July 14, 2008, the following five of the six RRs were accepted for review: CEP-ISI-012, CEP-CISI-001, CEP-PT-002, ANO1-PT-002, and PWR-PT-001. The sixth RR, number CEP-ISI-011, is addressed below.
The acceptance review on RR CEP-ISI-011 was performed by the NRC staff to determine if there is sufficient technical information in scope and depth in the application to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plants.
The NRC staff has reviewed your application and concluded, for RR CEP-ISI-011, that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements, and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, the individual plant staff will be advised by separate correspondence.
B. Ford If you have any questions, please contact the Waterford 3 Project Manager, N. Kalyanam, at (301) 415-1480.
Sincerely,
/RA/ Jack N. Donohew, Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation Docket Nos. 50-313, 50-368, 50-416, 50-458, and 50-382
