River Bend Station, Unit 1 (RBS) Acceptance of Proposed Emergency Plan Change (ME7181)

Barry and Joey, By letter dated September 12, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11259A008), Entergy Operations, Inc (Entergy, the licensee) submitted Entergy Letter RBG-47174, Proposed Emergency Plan Change. In this letter, Entergy submitted a request to relocate the Alternate Emergency Operations Facility from 23 miles to 28 miles for the Technical Support Center.

By letter dated September 28, 2011, the NRC staff issued an insufficient information letter.

Entergy responded by letter dated October 13, 2011 (ADAMS Accession No. ML11297A029).

The purpose of this letter is to provide the results of the NRC staffs acceptance review of the Entergy submittal. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements and the protection of public health and safety and the environment.

The relocation of the Alternate Emergency Operations Center will require NRC Commission approval. As such the NRC staff will not be able to complete the requested action by March 1, 2012, as requested. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.
