Dear Mr. John Tripoli:

By letter dated December 19, 2012, (Agencywide Document Access and ManagementSystem Accession No. ML12355A351) PPL Susquehanna, LLC, Inc. submitted a licenseamendment request for Susquehanna Steam Electric Station, Units 1 and 2 (SSES 1 and2, respectively). The proposed amendments would modify the SSES Unit 1 and 2Technical Specifications (TS) Section 2.1.1 to reflect a revised Low Pressure Safety Limit.The purpose of this e-mail is to provide the results of the U.S. Nuclear RegulatoryCommission (NRC) staff's acceptance review of this license amendment request. Theacceptance review was performed to determine if there is sufficient technical information inscope and depth to allow the NRC staff to complete its detailed technical review. Theacceptance review is also intended to identify whether the application has any readilyapparent information insufficiencies in its characterization of the regulatory requirements orthe licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), anamendment to the license (including the TS) must fully describe the changes requested,and following as far as applicable, the form prescribed for original applications. Section50.34 of 10 CFR addresses the content of technical information required. This sectionstipulates that the submittal address the design and operating characteristics, unusual ornovel design features, and principal safety considerations.

The NRC staff has reviewed your application and concluded that it does provide technicalinformation in sufficient detail to enable the NRC staff to complete its detailed technicalreview and make an independent assessment regarding the acceptability of the proposedlicense amendment request in terms of regulatory requirements and the protection ofpublic health and safety and the environment. Given the lesser scope and depth of theacceptance review as compared to the detailed technical review, there may be instances inwhich issues that impact the NRC staff's ability to complete the detailed technical revieware identified despite completion of an adequate acceptance review. You will be advisedof any further information needed to support the NRC staff's detailed technical review byseparate correspondence.
