SUSQUEHANNA STEAM ELECTRIC STATION, UNIT 2 -ACCEPTANCE OF REQUESTED LICENSING ACTION RE: LICENSE AMENDMENT REQUEST FOR TEMPORARY CHANGE OF UNIT 2 TECHNICAL SPECIFICATIONS 3.7.1 AND 3.8.7 TO ALLOW REPLACEMENT OF UNIT 1 480 VOLT ENGINEERED SAFEGUARD SYSTEM LOAD CENTER TRANSFORMERS (CAC NO. MF7298)

Dear Mr. Franke:

By letter dated January 28, 2016 (Agencywide Documents Access and Management System Accession No. ML16029A031), Susquehanna Nuclear, LLC (the licensee) submitted a license amendment request for Susquehanna Steam Electric Station (SSES), Unit 2. The proposed amendment would modify the SSES, Unit 2, Technical Specifications (TS) 3.7.1, [PLANT SYSTEMS], "Residual Heat Removal Service Water (RHRSW) System and the Ultimate Heat Sink (UHS), and TS 3.8.7, [ELECTRICAL POWER SYSTEMS], "Distribution Systems-Operating," to increase the completion time for Conditions A and B of TS 3.7.1 and Condition C of TS 3.8.7 from 72 hours3 days <br />0.429 weeks <br />0.0986 months <br /> to 7 days, in order to accommodate 480 volt engineered safeguard system load center transformer replacements on SSES, Unit 1. The proposed change is temporary and will be annotated by a note in each TS that specifies the allowance expires on June 15, 2020.

The purpose of this letter is to provide you with the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this license amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the TSs), must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

Franke The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the NRC staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that the licensee supplement the application to address the information requested in the enclosure within 13 days from the date of this letter. This will enable the NRC staff to complete its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC staff will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the NRC staff's detailed technical review by separate correspondence.

The information requested and associated timeframe in this letter were discussed with Mr. Richard Mcintosh and Mr. Jason Jennings of your staff on March 1, 2016.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your application and determined that it does not provide technical information in sufficient detail to enable the NRC staff to complete its detailed review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. The overall plant single line diagram, the electrical single line diagrams of the 4160 volt (V) switchgear and the 480 V LCs are needed to show where the LC transformers 1X210, 1X220, 1X230, and 1X240 are connected. This information enables the NRC staff to verify the list of Unit 2 common loads affected by de-energization with limiting conditions for operating or technical requirements for operations implications provided in Table 1 in the enclo$ure to the LAR. Including these diagrams in the submittal will enable the NRC staff to understand the affected electrical power distribution system due to the replacement of the LC transformer(s) and to verify the affected common safety-related loads that are being supplied from the four Class 1E 480V ESS LCs, in addition to the motor control centers (MCCs) mentioned in the Table 1. In addition, the drawing(s) showing the MCCs (such as 08517, 18216, 18217, 1Y216, 0527, 18226, 18227, and 1Y226) indicated in Table 1 are also needed to enable the NRC staff to make an assessment regarding the reliability of the proposed analysis.
