SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 - DRAFT REQUEST FOR ADDITIONAL INFORMATION RE: PROPOSED LICENSE AMENDMENT: LOW PRESSURE SAFETY LIMITS AND REFERENCE CHANGES (TAC NOS. MF0410 AND MF0411)

Dear Mr. Filchner:

By letter dated December 19, 2012, (Agencywide Document Access and Management System (ADAMS)

Accession No. ML12355A351) PPL Susquehanna, LLC (PPL), submitted a License Amendment Request (LAR) for review and approval of a revision to the Susquehanna Steam Electric Station Units 1 and 2, Technical Specification (TS). Specifically, PPL requested a change to TS Section 2.1.1, Reactor Core SLs

[Safety Limits], to reflect a lower reactor steam dome pressure for Reactor Core SLs 2.1.1.1 and 2.1.1.2. PPL states that the revision became necessary as a result of the GE 10 CFR Part 21 Communication, SC05-03, Potential to Exceed Low Pressure Technical Specification Safety Limit, submitted by letter dated March 29, 2005 (ADAMS Accession No. ML050950428).

The NRC staff has reviewed the information submitted by the licensee, and based on this review, determined additional information is required to complete the assessment of the submitted information. Please find attached a DRAFT copy of the NRC staffs additional information request. These DRAFT RAIs are being sent to you to ensure that the questions are understandable, the regulatory basis for the questions are clear, and to determine if the information was previously docketed. Please notify me by Tuesday, August 26, 2014, if you desire to hold a teleconference to discuss the questions. The NRC staff will request a response to the RAIs within 30 days of the formal NRC RAI transmittal letter.
