SUBJECT: SUMMARY OF SEPTEMBER 24, 2013, PRE-APPLICATION MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY TO DISCUSS LICENSE AMENDMENT REQUEST RELATED TO DIESEL GENERATOR TECHNICAL SPECIFICIATIONS (TAC NOS. MF2630 AND MF2631) On September 24, 2013, a Category 1 public meeting was held between representatives of the U.S. Nuclear Regulatory Commission (NRC) and Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss PG&E's plans for a license amendment request (LAR) related to diesel generator (DG) technical specification (TS) changes at Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP). The meeting notice and agenda is publicly available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 13246A416. The licensee's meeting slide presentation is available at ADAMS Accession No. ML 13268A005. A list of attendees is provided in the Enclosure. The meeting was a follow-up to a January 15, 2013, public meeting on the same subject. The January 15, 2013, meeting summary is available at ADAMS Accession No. ML 113018A 124. PG&E indicated that it would be providing the LAR in the December 2013 time frame. PG&E described the changes to the LAR scope since the previous meeting, and provided a discussion of the issues to be resolved by the LAR, and the scope of the TS changes. The NRC suggested the following actions for PG&E to consider during preparation of the LAR:

  • Add a discussion to the LAR that explains the nexus in the DCPP licensing basis regarding the use of Regulatory Guide (RG) 1.9, Revision 3, "Application and Testing of Safety-Related Diesel Generators in Nuclear Power Plants," July 1993 (ADAMS Accession No. ML003739929), and RG 1.1 08, Revision 1, "Periodic Testing of Diesel Generator Units Used as Onsite Electric Power Systems at Nuclear Power Plants," August 1977 (ADAMS Accession No. ML 12216A011).
  • Add a discussion to the LAR that presents the safety gain, including the margins that remain as a result of the proposed change, and how this is more conservative.
  • Add a discussion to the LAR to discuss the past performance of the diesel generator governor and voltage regulator.
  • The diesel load calculation assumes load reduction within 2-3 hours of a postulated event due to process related loads being turned off. Provide details in

-2-the LAR as to how diesel load is impacted by any delay in actuation of the process related loads due to the size of the break in the primary or secondary system.

  • Add a discussion to the LAR that explains the sequence of loads are not physically changing which could alter thermo-hydraulic or accident analysis.
  • Add a discussion to the LAR that explains how the power factor changes with lower or different combination of frequencies and voltages.
  • Add a discussion to the LAR that explains and justifies the basis for not including instrument uncertainty in surveillance procedures.
  • One of the reasons for the proposed changes in the LAR is the derating of the DG due to ambient temperatures. Ensure that this derating did not impact any previously approved LARs and the changes (such as adopting different versions of RGs) in the proposed LAR do not have unintended effects on previously approved LARs or LARs that are currently being reviewed. The licensee also described how planning has begun for uprating the DGs and reducing the physical diesel loading. This change, if pursued, would require NRC approval.
