ENCLOSURE 1 NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket / License Nos. 50-317; DPR 53 Calvert Cliffs Nuclear Power Plant 50-318; DPR-69 During an NRC inspection conducted from November 2,1937 to December 20,1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforccment Actions," NUREG 1600, the violation is listed below:

Technical Specification 6.4.1 states that writtca procedures shall be established and implemented covering the activities recommended in Appendix A of Regulatory Guide 1.33, Quality Assurance Program Requirements, Revision 2. Section 7.e.(1)

of Regulatory Guide 1.33 specifies radiation protection procedures for access i control to radiation areas including a radiation work permit system. The Calvert Cliffs Raaiation Safety Manual, Revision 1, Sections 6.2.1.2.b requires that each person wntking under a special work permit (SWP), comply with the SWP in all respects. SWP Number 100, Task A, "Ghuffle Fuel within the Spent Fuel Pool."

Pursuant to the provisions of 10 CFR 2.201, Balt.more Gas & Electric Company is hereby requirad to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis k;r disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Your response may reference or include previcus docketed correspondence, if the correspondence ad-quately addresses the required response if an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license Gould not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.
