AND 50 318/97-07 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This report transmits the findings of the safety incpection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from November 2 to December 20,1997. The

enclosed report presents the results of that inspection. At the conclusion of the

inspection, these findings were discussed with Mr. Katz and others of your staff.

Overall, the NRC has concluded that your facility was operatad in a safe manner. During

the period, very good control of plant operations was observed. This controlincluded daily

evaluations completed to ensure the risk imposed by maintenance and testing activities

was minimized.

We reviewed your radiatio

stection program including the corrective actions taken in

response to the Unit 2 spe.w .uel pool diving event and the high radiation area access

control events that occurred in 1997. The review identified good efforts to review,

evaluate, and upgrade the radiation protection prograrn. We noted that you performed

seve.al audits of the radiation protection program to better understand the causes of the

events, developed programmatic improvements to address their root causes, and were

developing a radiation protection improvement plan. We found these actions consistent

with your response to the Notice of Violation and will continue to monitor the

implementation of the actions during future inspections.

We also noted weaknesses in the selection and training of radiation protection personnel,

including selection of the radiation protection manager (RPM). After the inspection period,

in a December 22,1997, letter to us, you provided your actions to ensure that an

appropriately qualified RPM was in place at the station. We note that you intend to

formalize the duties and responsibilities of the interim RPM until full qualification of the

selected RPM is achieved.

Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)

l

and the circumstances surrounding it are described in detail in the enclosed inspection

report. The violation involves a failure to follow a special (radiation) work permit

requirement to conduct a radiation survey once per shift during work on the spent fuel pool

bridge.

l

You are required to respond to this letter ano should follow the instructions specified in the

enclosed Notice when preparing your responso. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.

The radiation protection inspection noted above was observed by radiation specialists from

the Ministry for Environmental Protection and Nuclear Safety, Ukraine. The visiting

inspectors were accompaniea by a translator and an NRC contracted escort. We

appreciate your staff's cooperation and efforts associated with all aspects of the inspection

-

observation.

In accordance with 10 CFR 2.790 of the NRC " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room (PDR).
