l 2) Letter from K. H. Evers (WPSC) to A. B. Davis (NRC) dated July 11,1991 transmitting 1991 Exercise Objectives and Scenario.

In keeping with your request for advance notice of scheduled exercise scenario packages 45 days prior to the exercise date (reference 1), Wisconsin Public Service Corporation OVPSC) is sending this letter with enclosures for the September 24,1991 Annual Emergency Exercise at i Kewaunee Nuclear Power Plant, included with this letter is the Exercise Scenario Manual minus inject messages addressing ingestion pathway objectives on Day 2 and Day 3 of the exercise.

(See page vii in the front of the scenario package.) The State of Wisconsin will provide this portion of the package directly to FEMA with copies to follow to WPSC. In order to maintain l

Air. James E. Foster July 25,1991 Page 2 This exercise will be a full scale ingestion pathway exercise. The State of Wisconsin D.E.G.

and both Kewaunce and hianitowoc counties will provide full participation in this exercise. The State of Wisconsin D.E.G. will provide ingestion pathway objectives to FEhiA concerr.ing days two and three of the exercise. Wisconsin Public Service Corporation will participate on days two and three in support of the State's objectives. During day two WPSC will activate the Joint Public Infortnation Center fully and establish the Emergency Operation Center as a control cell for State, County and JPIC interaction with utility management. On day three WPSC will send a team to h1adison, Wisconsin to participate in round table discussions.

WPSC's Emergency Preparedness staff is prepned to meet whh you to discuss the contents of this submittal. Please call hir. David R. Seebart (414-4331329), Nuclear Emergency Preparedness Supervisor, to arrange any needed discussion.
