VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PHYSICAL SECURITY PLAN - REVISION 28 Pursuant to 10 CFR 50.54 (p) (2), Virginia Electric and Power Company hereby submits the enclosed changes to the North Anna Power Station Physical Security Plan. The changes primarily incorporate information provided in our December 6, 1991 letter wnich address the concerns of Finding MS 1 of the North Anna Unit 2 Safety System Outage Modificauon inspection (SSOMI) Report (50-339/89-200).

The changes also address items applicable to North Anna which were identified in the inspectic onducted at the Surry facility by Mr. W. J. Tobin (NRC Region 11) for the period A. ust 31 through September 4,1992. A section describing the Security System Upgrade has also been added as requested during a meeting between Ms. O. M. Masnyk of the NRC Region 11 Office and Mr. G. A. Wilson of Virginia Power Security on September 30,1992.
