ACCEPTANCE FOR DETAILED REVIEW OF AMERICAN CENTRIFUGE OPERATINGS REQUEST FOR APPROVAL OF CHANGES TO LICENSING DOCUMENTS RESULTING FROM COMPLIANCE WITH 32 CFR 117 (ENTERPRISE PROJECT IDENTIFICATION NUMBER: L-2022-SPR-0005)

Dear Kelly Fitch:

By letter dated April 7, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22102A092), American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus), provided the U.S. Nuclear Regulatory Commission (NRC) a license amendment request involving proposed changes to the following security plans:

SP-3605-0041, Security Plan for the Protection of Classified Matter at the American Centrifuge Plant; SP-3605-0042, Security Plan for the Physical Protection of Special Nuclear Material at the American Centrifuge Plant; SP-3605-0045, Security Plan for the Protection of Classified Matter at Centrus Energy Corp. Headquarters; and NR-SP-ACO-OR-0001, Security Program for American Centrifuge Operating, LLC at Oak Ridge, Tennessee.

The changes to the security plans resulted from ACOs proposed implementation of Title 32 of the Code of Federal Regulations (32 CFR) Part 117, National Industrial Security Program Operating Manual (NISPOM), and the Security Executive Agent Directive 3, Reporting Requirements for Personnel with Access to Classified Information or Who Hold a Sensitive Position (SEAD 3), requirements.

K. Fitch 2 We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2022-SPR-0005. Please reference this EPID number and Docket Number 07007004 in any future correspondence associated with this request. Please note that the NRC staffs detailed technical review of your submittal may identify omissions in the submittal information or technical issues which require additional information.

Based on our acceptance review and projection of current review schedules, we anticipate that we will complete the technical review of your submittal by October 14, 2022. In addition, the NRC staff estimates that completing the review of the submittal will require approximately 160 staff hours. The total cost of the review corresponds to $46,080 ($288.00/hour).

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR), or from the Publicly Available Records component of the NRCs ADAMS. The PDR is open by appointment only.
