ACCEPTANCE FOR DETAILED REVIEW OF AMERICAN CENTRIFUGE OPERATING, LLCS DISTRIBUTED CONTROL SYSTEM LICENSE AMENDMENT REQUEST TO SUPPORT ITS HIGH-ASSAY LOW ENRICHED URANIUM (HALEU) DEMONSTRATION PROGRAM (ENTERPRISE PROJECT IDENTIFICATION NUMBER: L-2021-LLA-0002)

Dear Ms. Fitch:

By letter dated December 22, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession Number ML21036A188), Centrus Energy Corp. (Centrus) provided the U.S. Nuclear Regulatory Commission (NRC) a license amendment request (LAR) to incorporate a new security plan SP-3605-0043, Classified Distributed Control System Information System Security Plan for X-3001 & X-3012 Buildings in Piketon, Ohio, into its Material License SNM-2011 for the American Centrifuge Plant to support the HALEU demonstration program.

We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2021-LLA-0002. Please reference this EPID number and Docket Number 07007004 in any future correspondence associated with this request.

Please note that the NRC staffs detailed technical review of your submittal may identify omissions in the submittal information or technical issues which require additional information.

Based on our acceptance review and projection of current review schedules, as indicated above, we anticipate that we will complete the technical review of the LAR 60 days following your acceptable response to our request for additional information discussed during the NRC Piketon Ohio site visit on February 3, 2021 (ADAMS Accession Number ML21041A288). In addition, the NRC staff estimates that completing the review of the LAR will require approximately 200 staff hours which corresponds to $55,800 ($279/hr).

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS, which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
