Dear John Lubinski:

The purpose of this letter is to request clarification from the U.S. Nuclear Regulatory Commission (NRC) related to American Centrifuge Operating, LLC (ACO) Materials License (SNM-2011),

specifically, Condition 11 in order to introduce a small amount of non-fissile uraniwn hexafluoride (UF6) standards prior to the NRC's authority to introduce gas into the full high-assay, low-enriched uraniwn (HALEU) cascade. ACO is available to discuss any questions to support the NRC's final clarification requested. ACO respectfully requests this clarification, as described within Enclosure 1, on or before March 10, 2023, to support our ongoing HALEU operations schedule. provides ACO's detailed description and justification for this clarification request. contains Security-Related Information and ACO requests it be withheld from public disclosure per 10 Code ofFederal Regulations 2.390(d)(l).
