Dear Susan Abraham:

The purpose ofthis letter is to request in accordance with 10 Code ofFederal Regulations (CFR) 95.19 the U.S. Nuclear Regulatory Commission (NRC) review and approve the proposed substantive amendment for American Centrifuge Operating, LLC's (ACO) Information System Security Plan (ISSP) for Oak Ridge, TN; Piketon, OH; and Bethesda, MD (SEC-18-0002). The proposed changes were determined not to decrease the effectiveness ofthe Security Programs/Plans in accordance with 10 CFR 70.32; however, were determined to be a substantive change in accordance with the requirements of the Classified Matter Security Plans and 10 CFR 95.19. Revision bars in the right-hand margin depict changes from the previous revision submitted to the NRC. provides a detailed description, justification, and American Centrifuge Operating, LLC's (ACO) significance determination for the proposed changes for SEC-18-0002, which are provided by Enclosure 2.

Additionally, Enclosure 2 has been determined, in accordance with the guidance provided by the DOE, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.

ACO respectfully requests NRC complete their review to support continued Authority To Operate the Classified Services Network in Oak Ridge, TN and an Authority To Use for ACO's Piketon, OH and Bethesda, MD locations for the processing of data on or before July 1, 2023. ACO is available to support discussions with the NRC staff to address any questions or clarify issues.
