ACCEPTANCE OF THE AMERICAN CENTRIFUGE OPERATING, LLCS LICENSE APPLICATION FOR PHASE II OPERATIONS (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2023-LLA-0024)
Dear Kelly Fitch:
The U.S. Nuclear Regulatory Commission (NRC) staff have received your request to amend your license dated February 13, 2023 (Agencywide Documents Access and Management System {ADAMS} Accession No. ML23047A089). This submittal provided your application for increasing the production of High Assay Low Enriched Uranium at the American Centrifuge Plant in Piketon, Ohio to 1,400 kilograms UF6 by December 31, 2024.
We have completed our acceptance review of your submittal and determined that the application provides sufficient information to proceed with a detailed technical review. We have established a review schedule to be completed by December 2023. The schedule includes time for the NRC staff to issue any requests for additional information (RAI) in May 2023. The schedule also presumes that American Centrifuge Operating, LLC (ACO) will provide sufficient responses to resolve the RAIs within 30 days from issuance and that a second round of RAIs will not be needed.
Please note that the projected review dates could change depending on the need for a second round of RAIs, the findings of our technical review, or other pressing safety or security work.
The NRC staff estimates that completing the review of your submittal will require approximately 300 staff hours for the license application review which corresponds to about $87,000.00
($290.00/hr). We will promptly communicate any significant schedule or cost changes.
