HALEU Program

Dear John W. Lubinski:

On November 30, 2022 (Reference 1), American Centrifuge Operating, LLCs (ACO) submitted a license amendment request to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. This amendment described the U.S. Department of Energys (DOE) November 10, 2022, contract award to ACO to continue building upon the DOEs initial three-year cascade demonstration program to produce High-Assay Low-Enriched Uranium (HALEU).

Additionally, ACO proposed a new condition for the American Centrifuge Plant (ACP)

Materials License (SNM-2011) to limit the amount of special nuclear material (SNM) possessed at the facility to below the Category II quantity thresholds until the final installation of ACOs long-lead procurement item for a Category II storage system is completed.

ACO will be able to meet the DOEs Phase I production milestone under the requirements for Category III SNM storage. Additionally, ACOs currently approved programs in the areas of Physical Security and Nuclear Material Control and Accountability (NMC&A) meet these Category III SNM requirements and are available for the NRCs initial operational readiness review.

Upon completion of the storage system for Category II SNM, ACO will be prepared to perform the second operational readiness review, specifically related to the requirements for Category II SNM for both Physical Security and NMC&A programs.
