CRYSTAL RIVER UNIT 3 - GENERIC LETTER 96-04, "80RAFLEX DEGRADATION IN SPENT FUEL POOL STORAGE RACKS" (MPA L604) (TAC NO. M95937)

Dear Mr. Anderson:

On June 26, 1996, the Nuclear Regulatory Commission issued Generic Letter (GL) 96-04, "Boraflex Degradation in Spent Fuel Pool Storage Racks." GL 96-04 requested licensees that use Boraflex as a neutron absorber in their spent fuel storage racks to submit (1) an assessment of the capability of the Boraflex to maintain a 5 percent subcriticality margin, and (2) a plan describing proposed actions if this subcriticality margin cannot be maintained by Boraflex material because of current or projected future Boraflex degradation.

By letter dated October 22, 1996, you provided your response to the GL. Your response included Crystal River 3-specific fuel rack designs, an assessment of the capability of the Boroflex to maintain a 5 percent subcriticality margin, current programs to monitor Boroflex degradation, and your planned actions for maintaining a 5 percent subcriticality margin in future.

Your letter satisfies the required actions under the GL and is, therefore, acceptable. Please note that your response and proposed actions relating to the GL may subject of future audit / inspections. This completes our effort under the technical assignment control (TAC) number M95937 and the TAC is closed.
